AWS has published a service level agreement (SLA) for HAQM MQ. The SLA provides availability guarantees for HAQM MQ active/standby message brokers. 

AWS will use commercially reasonable efforts to make HAQM MQ active/standby message brokers available with a Monthly Uptime Percentage, during any monthly billing cycle, of at least 99.9% (the “Service Commitment”). In the event HAQM MQ does not meet the Service Commitment, you will be eligible to receive a Service Credit as described in the HAQM MQ Service Level Agreement.
