HAQM RDS for PostgreSQL Supports New Minor Versions 11.7, 10.12, 9.6.17, and 9.5.21

Following the announcement of updates to the PostgreSQL database, we have updated HAQM RDS for PostgreSQL to support PostgreSQL minor versions 11.7, 10.12, 9.6.17, and 9.5.21. This release contains bug fixes and improvements done by the PostgreSQL community.  

This release updates the orafce extension to version 3.8 and the wal2json extension to version 2.1.
