5 ways AWS empowers GovTech innovation in 2025

AWS Branded Background with text "5 ways AWS empowers GovTech innovation in 2025"

Government technology (GovTech) companies play a critical role in modernizing public services, enhancing citizen experiences, and driving efficiency in the public sector. But they also navigate a unique set of industry challenges, from cost constraints and regulatory hurdles to the need for scalable, secure innovation. Whether they’re migrating agencies to the cloud or building AI-driven solutions, GovTechs must balance technological advancement with compliance regulations, budget limitations, and evolving government needs.

HAQM Web Services (AWS) has been a trusted collaborator and advisor to GovTechs for years, providing the tools, expertise, and support they need to build and grow their solutions effectively. In this blog post, we discuss five key ways AWS supports GovTechs in their mission to serve government agencies and citizens.

1. Cost-effective scalability for GovTech solutions

One of the biggest challenges for GovTechs is balancing innovation with cost efficiency. Modernizing legacy software and developing digital-native solutions both require scalable, flexible infrastructure, along with expert guidance to optimize costs. AWS provides GovTechs with the tools and expertise to scale efficiently without overspending.

Using the AWS Well-Architected Framework, GovTechs can build solutions that maximize cost efficiency, security, and resilience from the start. Additionally, AWS has a robust financial operations (FinOps) practice, and AWS FinOps specialists can work with GovTechs to modernize and optimize cloud spend—sometimes reducing costs by up to 40 percent—without sacrificing performance.

Unlike traditional tech providers, AWS views working with GovTech customers as a long-term collaboration, not a transaction. As such, AWS actively identifies ways its customers can lower their cloud bills and increase their computing and operational efficiency, so GovTechs can focus on delivering impactful solutions to government agencies and citizens.

2. Industry expertise to drive GovTech innovation and support

AWS is more than a cloud provider—we are a strategic collaborator invested in GovTech success, offering both deep industry expertise and access to the broader HAQM business. AWS has built a dedicated GovTech team staffed by professionals with decades of experience in public sector roles, including health and human services, justice and public safety, elections, tax administration, transportation, and more. These specialists understand the complexities GovTechs navigate and work alongside them to accelerate innovation and pilot their solutions with government customers.

A key enabler of GovTech success is the AWS Product Acceleration Team, which helps customers iterate and bring new solutions to market using HAQM’s Working Backwards process—the same methodology HAQM itself uses to build all of its products. For example, Acentra Health worked closely with the AWS Product Acceleration Team to build an intelligent document processing (IDP) solution that cut document processing times by 50 percent and reduced costs by 40 percent. With support from AWS industry experts, Acentra Health streamlined how it helps more than 140 million Medicare beneficiaries efficiently access and protect their healthcare rights.

By working with AWS, GovTechs can also tap into the broader HAQM business to enhance public sector services. Through pan-HAQM collaboration, GovTechs can integrate HAQM services to help government agencies deliver real-world benefits more efficiently. For example, some state agencies are integrating HAQM Fresh into Supplemental Nutrition Assistance Program (SNAP) beneficiary programs, enabling families to receive essential goods directly at their doorstep. HAQM Pharmacy could be used for prescription delivery, improving healthcare access for underserved communities. By extending private-sector efficiency and convenience into the public sector, GovTechs can help agencies modernize service delivery with ease.

3. Improving efficiency and constituent support with AI and data-driven government solutions

Artificial intelligence (AI) is transforming the way GovTechs help government agencies streamline operations and improve overall efficiencies. AWS provides the AI tools and secure-by-design infrastructure that GovTechs need to automate labor-intensive or repetitive processes, accelerate data-driven decision-making, enhance the constituent experience with government services, and free up resources for higher-value work.

Here are a few examples:

  • HAQM Textract powers IDP solutions that augment manual document review and data entry, reducing rote, repetitive work from staff and improving data accuracy.
  • HAQM Pinpoint makes personalized outbound messaging campaigns simple.
  • HAQM Connect deploys AI-powered contact centers to transform the customer experience.
  • HAQM Transcribe and HAQM Translate can help connect constituents to government services quickly across multiple languages—to name just a few use cases.

GovTechs working in public safety are using AI on AWS to rapidly streamline work so agencies can spend more time focusing on real-world community needs. For example, Mark43, a public safety technology company, uses AWS to provide generative AI-powered records management, allowing justice and public safety agencies to analyze case reports more efficiently and make data-driven decisions fast—reducing administrative time from minutes to seconds.

With generative AI on AWS, customers can be sure their data is never used to train large language models (LLMs), and the customer has complete control over where their data lives. Plus, AWS offers flexible deployment options to fit different budgets. Whether using pre-built AI services, fine-tuning AWS models, or integrating third-party AI, GovTechs can scale their AI investments responsibly with AWS.

4. Simplifying compliance and procurement for GovTechs

Navigating regulatory compliance and procurement processes can be a major hurdle for GovTechs. AWS simplifies this process by offering a range of compliance-ready services for GovTechs working with highly sensitive data. AWS supports 143 security standards and compliance certifications, including CJIS, FedRMAP, StateRAMP, PCI-DSS, HIPAA/HITECH, GDPR, FIPS 140-2, and NIST 800-171, helping customers satisfy compliance requirements around the globe.

Additionally, dedicated AWS regulatory experts can help GovTechs align their solutions with the latest government security and compliance standards. AWS also offers several services for proactively monitoring security and compliance, including AWS Security Hub, HAQM GuardDuty, AWS Config, and AWS CloudTrail.

For market-ready services, AWS Marketplace gives GovTechs access to government contract vehicles like OMNIA and NASPO, rapidly streamlining procurement with states operating under these license agreements.

5. Partner-first approach and go-to-market support

The AWS GovTech team has a vested interest in customer success, following the motto, “Better Together: When you grow, we grow.” Rather than viewing success as a standalone achievement, AWS prioritizes collaboration—helping GovTech customers thrive so that government agencies and citizens benefit as well. AWS also provides extensive go-to-market (GTM) support, including co-selling opportunities and marketing resources through programs like the AWS Public Sector Partner Program. Customers that participate in the industry and solution-based Competency Programs also develop more avenues to the customers that need their solutions most.

With AWS’s expansive partner network and sales enablement programs, GovTechs can accelerate market adoption and scale their solutions across government agencies more effectively.

Collaborating on the future of public sector solutions

As GovTechs continue to shape the future of government services, AWS remains a key collaborator in helping them innovate and scale to deliver impact. From industry expertise and compliant solution development to cost optimization and go-to-market support, AWS provides the essential building blocks GovTechs need to succeed.
